The U.S. is a signatory to the 1990 OSCE Copenhagen Document. Paragraph 8 of the Copenhagen Document includes a commitment to “invite observers from any other CSCE101 participating States and any appropriate private institutions and organizations who may wish to do so to observe the course of their national election proceedings, to the extent permitted by law”.

In keeping with its OSCE commitments, the United States of America has regularly invited the OSCE/ODIHR to observe elections for federal office. However, U.S. federal law does not provide minimum standards for access of observers to U.S. elections.

In accordance with the decentralized nature of U.S. government, the majority of states have yet to introduce specific legislation to regulate observation. In some jurisdictions election administrators have used their discretionary powers to grant full access for observers, while in others access is limited or restricted. As the U.S. is a signatory to the 1990 OSCE Copenhagen Document, individual states have an obligation to abide by the Copenhagen Document in a uniform and consistent manner, including access for OSCE observers at the polling station level.

Не знаю, но если судить по цитате, full access к тому, что эти наблюдатели хотят разглядеть, посторонние частные лица не имеют. Можно предположить, что речь идет, скажем, о процессе подсчета голосов, выверке голосовательных машин, изготовлении каких-нибудь протоколов и т.д.
