Да вроде верховный суд давеча уже отменил запрет буркини, так что опрос утратил актуальность.

Английская вики (https://en.wikipedia.org/wiki/Judiciary_of_France) относит французский Conseil d'État к одному из двух Верховных Судов.

Cassation The supreme courts (Cour de Cassation and Conseil d'État) act as cassation jurisdictions, which means that they have supreme jurisdiction in quashing the judgments of inferior courts if those courts misapplied law. Generally, cassation is based not on outright violations of law, but on diverging interpretations of law between the courts. Cassation is not based on the facts of the case. Cassation is always open as a final recourse.

Я не уверен, что Вы правы. Вот решение (http://english.conseil-etat.fr/Activities/Press-releases/The-Council-of-State-orders-a-decision-banning-clothes-demonstrating-an-obvious-religious-affiliation-to-be-suspended) суда/госсовета, я так понял, что "suspended" в данном случае означает просто отмену:

The urgent applications judge of the Council of State comes to the conclusion that Article 4.3 of the mayor’s order had seriously infringed, in a manner that was clearly illegal, fundamental liberties such as the freedom to come and go, religious freedom and individual freedom. Considering also the urgent nature of the case, the urgent applications judge of the Council of State declares null and void the decision of the judge of the Administrative Tribunal of Nice, and orders this provision to be suspended.

да, и глагол "отменять" (annuler) тоже присутствует : "Le juge des référés du Conseil d’État conclut donc que l’article 4.3 de l’arrêté contesté a porté une atteinte grave et manifestement illégale aux libertés fondamentales que sont la liberté d’aller et venir, la liberté de conscience et la liberté personnelle. La situation d’urgence étant par ailleurs caractérisée, il annule l’ordonnance du juge des référés du tribunal administratif de Nice et ordonne la suspension de cet article."
