Откуда берется легенда о "запрете принимать в НАТО" страны с территориальными спорами?

Если вы вдруг можете указать
- авторитетную публикацию (уровня википедии или статьи профессионального ученого в солидном издании)
- устное сообщение. которое вам сделал ученый не ниже кандидата наук по современной истории, политологии, международным отношениям
- публикацию или речь официального лица
то сделайте это, пожалуйста. А то у нас получается уникальный пример крайне распространенного мифа, для которого не получается отследить никаких корней. Просто - все вдруг в это поверили.

Нет, это не запрет. Но это осознанная политика.

Это совершенно понятно, я же задаю вопрос, откуда берется легенда о ПРАВИЛЕ.

И кстати, в отношении Грузии спикеры НАТО куда благосклоннее, а у нее конфликт того же рода.
