По- моему, это слова гимна Веймарской Республики. То есть, никакого отношения к фашизму и нацизму не имеет. Обыкновенное пафосно-патриотическое преувеличение.Похожее есть во многих гимнах.
Не лозунг, я строчка из гимна, которая стала ассоциироваться с нацизмом (не только в России), видимо, после олимпийских игр 1936.
